From dynamic allocation we borrow the idea that allocation depends on the workload, so many allocations are needed. However, the general goal of this work is to find a small set of allocations that cover many key workloads. Management systems can treat these allocations as system configurations and shift between them as workloads change. Managing a small number of configurations is likely to be easier than managing a full dynamic allocation strategy. Appropriate allocations/configurations are chosen using static allocation techniques.
